Meet the impactiive® Team: Edward Guerrero

Senior Banker,

Mr. Guerrero has worked for over twenty-three years in development project management, primarily finance and credit, including over ten years at the level of Team Leader/Director.  He has been a senior advisor to multiple financial institutions in emerging markets, ranging from field-based grassroot MFIs to MSME and institutional Banks.  He has worked in over 20 countries, with areas of expertise ranging from SME and microfinance lending to financial institution evaluation and strategic business planning.

For over 10 years, Mr. Guerrero was a Senior Consultant for Chicago-based ShoreBank International.  Among his numerous assignments with ShoreBank, he spent five years in Azerbaijan as Director of a non-bank credit institution specializing in SME business and mortgage loans. He also oversaw the launch of a financial trust fund that made SME loans to agriculture and livestock enterprises in central Argentina.  For two years he was Team Leader for a USAID project in Afghanistan, which built up the SME wholesale lending capabilities of a local apex organization in that country. He also devised three-year business plan for the SME/microfinance division of a Moldovan commercial bank; and established a downscaling microfinance unit for a large Palestinian bank.

From 2011 to 2014, Mr. Guerrero was Team leader on behalf of AFC Consultants International for the KfW-funded Tajikistan Rural Finance Program, managing all aspects of a fund under the Tajikistan Ministry of Economic Development and Trade to increase rural SME and agriculture finance lending through local banks and MFIs.  He developed targeted technical assistance programs to raise internal capabilities to provide financial services in rural areas, with special emphasis on launching new products such as novel equipment lending and leasing products.

From 2014 to 2017, Mr. Guerrero functioned as an independent financial services consultant.  Key activities during this period include (a) implementation of comprehensive technical assistance and capacity building packages for four Ethiopian MFIs to enhance access to finance for urban women entrepreneurs, (b) analysis of finance options for smallholder coffee producers in Uganda’s West Nile Region where he designed an agricultural loan to maximize output, (c) functioned as interim Head of TA Department and Project Supervisor for the Afghanistan Credit Guarantee Foundation where he led implementation of technical assistance for Afghan financial partners under a World Bank project, and (d) lead role in a broad based diagnostic for a large Guatemalan commercial bank to evaluate capabilities and needs to undertake a gender-specific up-scaling SME loan. Subsequently he mapped processes and evaluated internal controls of a local Guatemalan cooperative to improve its institutional competitiveness and outreach.

Since 2016, Mr. Guerrero has concurrently pursued small business entrepreneurial activity in the Washington DC area.  He currently owns a manufacturer/retailer of premium dairy desserts in Alexandria, Virginia, and a printing and marketing design franchise in McLean, Virginia.

He is a native speaker of English and Spanish languages, with fluency in Russian and German, and basic command of Georgian.

Mr. Guerrero has a BA from Yale University, a Masters in International Business/Finance from Georgetown University, and a JD from George Mason University Law School.  He is an Associate member of the Virginia Bar.
